Our sources claim this will not be outright admittance of UFO visits and contact with aliens, however the comments will come as close to admittance as any President has to date and will be made in the context of a speech on an entirely different matter.
From what we understand The President will concede that there is 'some evidence' to suggest aliens might have attempted to contact Earthlings.
All of this is said to be part of a warm up program leading to eventual outright admittance of knowledge of UFO and alien visitation by major world governments within three years."

The Argentinean Air Force’s action to form a UFO investigation unit was confirmed by Sylvia Perez Simondini of the CEFORA (Argentinean Republic Committee for UFO Phenomena Studies), "an organization formed by various UFOlogy groups in Argentina. The main purpose is the declassification of all related UFO phenomena in Argentina. It was formed by serious Argentinean UFOlogists in Victoria, Entre Rios during a conference.”

In a public statement, Ms. Perez Simondini says,"The Argentinean Air Force has just announced the formation of a commission to investigate the UFO phenomenon.
"The Director of Institutional Relations of the Argentinean Air Force confirmed on Telefe Newscast that it has recorded two UFO sightings it cannot account for by normal explanations. The Argentinean Air Force further stated that the mission of the Air Force is to guard the security of Argentinean air space.
"This is a message that all UFO researchers hoped for, filling us with satisfaction to hear that this will occur.
"In our last congress, especially in the Uruguay, which was conducted fairly by the Uruguayan Air Force, at that time, I received greetings from Commodore Robert Muller, Head of the Unit II Air Brigade Paraná, from Colonel Ariel Rios Sanchez, Head of Ricardo Bermúdez CRIDOVNI of CEFAA, the sister republic of Chile, from Ademar Gevaerd Director of the Brazilian UFO Magazine, who is the coordinator of the declassification of UFO phenomenon in Brazil, in order to urge the Air Force of Argentina toward a common goal of UFO disclosure.

Nations that are declassifying UFO files have generally avoided explicitly identifying the source of phenomena in their files as extraterrestrial life.
ne notable exception is that of extraterrestrial disclosure by the Bulgarian Space Research Institute in 2009.
In Nov. 2009, Lachezar Filipov, deputy director of the Bulgarian space research institute, said: "Aliens are currently all around us and are watching us all the time.
"They are not hostile towards us, rather, they want to help us but we have not grown enough in order to establish direct contact with them.
"They are ready to help us but we don’t know what to request from them in case of contact."
"Mr Filipov said 'he believed humans and aliens would have direct contact in the next ten to 15 years. But it would be through telepathy rather than radio waves', he added.
"'Even then, we might not see eye-to-eye with them, he warned. Referring to our interference with nature, he said: ‘Extraterrestrials are critical of people’s amoral behaviour.'"
Some observers believe Mr. Filipov's disclosures were the most significant extraterrestrial-related story of 2009.
With the formation of its UFO investigation committee, the Argentine Air Force now joins Uruguay, Brazil, Chile, Peru, Ecuador, and Venezuela as nations who have disclosed or are in the process of disclosing classified UFO files.

Case study: Sylvia Simondini (Argentina) and Suzanne Hansen (New Zealand)

The December 23, 2010 announcement by the Argentine Air Force that will establish a committee to study the UFO phenomenon comes 24 hours after the New Zealand Defence Force release of thousands of secret UFO files dating from 1952 – 2009.
In both the Argentinean and New Zealand cases, the persistence two activist women UFO researchers - Sylvia Simondini (Argentina) and Suzanne Hansen (New Zealand) – are arguably key to the success of UFO disclosure actions in their respective nations.
According to researcher Alejandro Rojas, “On Thursday May 13th (2010), the President of Argentina Cristina Fernandez, led the Bicentennial event for the city of Victoria in San Martín Plaza. UFO researcher Simondini Silvia Perez waited for hours to take this opportunity to deliver an envelope to President Fernandez with documentation from the UFO organization, CEFORA, on the history of declassified UFO files in other countries along with a list of the researchers in the (CEFORA) organization. They are pushing for the declassification of UFO records in Argentina. This is the first formal contact with Argentinean authorities to request the declassification of UFO files.”

According to some observers, there may be an informal causal connection between the delivery of this UFO disclosure information to the President of Argentina and the actions of the Argentine Air Force in establishing the UFO investigation commission.

New Zealand UFO Disclosure and Suzanne Hansen

Alfred Lambremont Webre reported has reported on Suzanne Hansen’s role in urging the New Zealand Defence Force to disclose.

On February 1, 2010, Mr. Webre reported,

Suzanne Hansen of New Zealand’s UFO Research, Support and Resource Network has publicly released official correspondence with Lt Gen Jerry Mataparae, Chief of Defence Force NZ following the decision by New Zealand’s Ministry of Defence to release previously classified details of UFO and extraterrestrial-related files.
Lt Gen Jerry Mataparae’s official correspondence indicates that he initially resisted release of the classified UFO documents, stating “’It would require a substantial amount of collation, research and consultation to identify whether any of that information could be released,’ and that he was not in a position to deploy staff to undertake that task, given other work priorities.”
The Ministry of Defence decision to release New Zealand’s classified UFO and extraterrestrial files was reported January 29, 2010 by Examiner.com.
In December 2009, fourteen months later the beginning of intensive communications with Ms. Hansen’s UFO group, Lt. Gen. Mataparae as Chief of Defence stated in a letter to UFOCUS NZ, “I am pleased to be able to inform you that two NZDF officers have begun the task of assessing classified files held in relation to this topic with a view to declassification. I would expect that files which are transferred to Archives New Zealand would be subject to extensive embargo periods in terms of access by the general public.”

The Ministry of Defence classified UFO document release followed Lt. Gen. Mataparae’s Dec. 9, 2009 letter to Suzanne Hansen.
Ms. Hansen states, “A Chief of Defence Force office spokesperson advised, ‘The declassification of the UFO files is now a ‘work in progress’ in conjunction with Archives New Zealand. The files must be amended to meet new requirements of the Privacy Act.’ The Defence Force will notify UFOCUS NZ when this process is completed later this year, and the research network will be given the opportunity of access to the files.”
Ms. Hansen states “UFOCUS NZ's own archives contain credible and detailed UFO sighting reports from New Zealand pilots, air traffic controllers, and military personnel. In addition, the research network holds sighting reports from members of the public who experienced significant UFO sightings dating as far back as 1908. Some of these prominent cases were investigated by NZ Air Force personnel, and she is hopeful the MOD files may contain their reports."

In a later communication to this reporter, Mr. Hansen stated, "The Chief of Defence originally supported the idea of declassification, but needed to confer with other officials regarding constraints and embargos. Some files will still remain under embargo."

1978/19 Kaikoura lights at Wellington International Airport

Ms. Hansen reports “It is likely the files will also contain additional information about the renowned ‘Kaikoura lights’ sightings which made world headlines in 1978/79.”
UFOCUS NZ staff member and former Chief air traffic controller of Wellington International Airport, John Cordy, witnessed the Kaikoura lights on airport control centre radar, and states, “I hope the files will validate the reality of the sightings, and vindicate key witnesses who observed them, and faced ‘trial by media’.”

Mainstream media reports of the classified UFO documents release
On January 23, 2010, New Zealand-based news reports stated “The military is all set to release hundreds of pages of secret documentation on UFO sightings across New Zealand. The papers will be released during this year itself.
“The files to be released include reports of sightings of UFOs from 1979 to 1984, in addition to references to December 1978's Kaikoura sighting. The documents are being currently held by the Archives New Zealand and they were originally to be made public this month, but the Defense Force is presently in the process of removing personal information from the files in order to efficiently comply with the Privacy Act.
"’At the moment we are working on making copies of these files, minus the personal information. Once this work is completed, we are hoping to be able to release a copy of all the UFO files, including some ahead of their release time, within the year’, said a Defense Force spokeswoman. All requests for access to the said files of sightings are currently being turned down as they are under the possession of the Defense Force.”

Implications of the New Zealand MOD actions for extraterrestrial disclosure
1. Extraterrestrial, interdimensional and UFO disclosure – The announced New Zealand release of classified UFO files may be an important component of the process of the disclosure of the extraterrestrial presence to the human population, and the development of a trans-planetary culture for a post-disclosure world.

"New Zealand's military has released hundreds of documents detailing claims of sightings of unidentified flying objects (UFOs).The files, dating from 1954 to 2009, include drawings of flying saucers and alleged samples of alien writing.
The files include details of New Zealand's most famous UFO sighting when strange lights were filmed off the South Island town of Kaikoura in 1978.
An official report from the time said natural phenomenon could explain it.
Although the incident made international headlines at the time, the military report suggested it could be lights from boats reflected in clouds or an unusual view of the planet Venus.
Following the release of the files, New Zealand Air Force spokesman Kavae Tamariki said the military did not have the resources to investigate UFO sightings and would not be commenting on the documents' contents.
"We have just been a collection point for the information. We don't investigate or make reports, we haven't substantiated anything in them," he told the Dominion Post newspaper.
The reports have been released under freedom of information laws after officials removed names and other identifying material.
The files - which run to about 2,000 pages - include accounts by members of the public, military personnel and commercial airline pilots describing close encounters, mostly involving moving lights in the sky.
All the original documents on which the reports were based are to remain sealed in the national archive."

A new model for the Fermi Paradox

"In 1950, the Italian physicist Enrico Fermi raised the question that now bears his name. If there are intelligent civilisations elsewhere in the Universe with technologies that far surpass our own, why do we see no sign of them?
Since then, the so-called Fermi Paradox has puzzled astronomers and science fiction writers alike. And although there are no shortage of ways to approach the problem (this blog has covered them here and here for example), nobody has come up with a convincing explanation. .
Now there is another take on the problem thanks to a new approach by Igor Bezsudnov and Andrey Snarskii at the National Technical University of Ukraine.
Their approach is to imagine that civilisations form at a certain rate, grow to fill a certain volume of space and then collapse and die. They even go as far as to suggest that civilisations have a characteristic life time, which limits how big they can become.
In certain circumstances, however, when civilisations are close enough together in time and space, they can come into contact and when this happens the cross-fertilisation of ideas and cultures allows them both to flourish in a way that increases their combined lifespan.
Bezsudnov and Snarskii point out that this process of spreading into space can be easily modelled using a cellular automaton. And they've gone ahead and created their own universe using a 10,000 x 10,000 cell automaton running over 320,000 steps.
The parameters that govern the evolution of this universe are simple: the probability of a civilisation forming, the usual lifespan of such a civilisation and the extra bonus time civilisations get when they meet.
The result gives a new insight into the Fermi Paradox. Bezsudnov and Snarskii say that for certain values of these parameters, the universe undergoes a phase change from one in which civilisations tend not to meet and spread into one in which the entire universe tends to become civilised as different groups meet and spread.
Bezsudnov and Snarskii even derive an inequality that a universe must satisfy to become civilised. This, they say, is analogous to the famous Drake equation which attempts to quantify the number of other contactable civilisations in the universe right now.
The question of course is what kind of universe do we live in: are the parameters here ripe for the evolution of a single cosmic civilisation or are we condemned to be forever alone?
Bezsudnov and Snarskii say there's only one way to find out: wait and see."

And maybe we will get to a model that accounts in a "universal" the formation of planets orbiting other stars.

"When cooking up the stuff of life, you can’t just substitute margarine for butter. Or so scientists thought.
But now researchers have coaxed a microbe to build itself with arsenic in the place of phosphorus, an unprecedented substitution of one of the six essential ingredients of life. The bacterium appears to have incorporated a form of arsenic into its cellular machinery, and even its DNA, scientists report online Dec. 2 in Science.
Arsenic is toxic and is thought to be too chemically unstable to do the work of phosphorus, which includes tasks such as holding DNA in a tidy double helix, activating proteins and getting passed around to provide energy in cells. If the new results are validated, they have huge implications for basic biochemistry and the origin and evolution of life, both on Earth and elsewhere in the universe.
“This is an amazing result, a striking, very important and astonishing result — if true,” says molecular chemist Alan Schwartz of Radboud University Nijmegen in the Netherlands. “I’m even more skeptical than usual, because of the implications. But it is fascinating work. It is original, and it is possibly very important.”
The experiments began with sediment from eastern California’s Mono Lake, which teems with shrimp, flies and algae that can survive the lake’s strange chemistry. Mono Lake formed in a closed basin — any water that leaves does so by evaporation — making the lake almost three times as salty as the ocean. It is highly alkaline and rich in carbonates, phosphorus, arsenic and sulfur.
Led by Felisa Wolfe-Simon of NASA’s Astrobiology Institute and the U.S. Geological Survey in Menlo Park, California, the researchers cultured microbes from the Lake Mono sediment. The microbes got a typical diet of sugar, vitamins and some trace metals, but no phosphate, biology’s favorite form of phosphorus. Then the team started force-feeding the critters arsenate, an analogous form of arsenic, in greater and greater quantities.
One microbe in particular — now identified as strain GFAJ-1 of the salt-loving, mostly marine family Halomonadaceae — was plucked out and cultured in test tubes. Some were fed loads of arsenate; others got phosphate. While the microbes subsisting on arsenate didn’t grow as much as those getting phosphate, they still grew steadily, doubling their ranks every two days, says Wolfe-Simon. And while the research team couldn’t eliminate every trace of the phosphate from the original culture, detection and analytical techniques suggests that GFAJ-1 started using arsenate as a building block in phosphate’s place.
“These data show that we are getting substitution across the board,” Wolfe-Simon says. “This microbe, if we are correct, has solved the challenge of being alive in a different way.”
Arsenic sits right below phosphorus in the periodic table and so, chemically speaking, isn’t that different, Wolfe-Simon notes. And of the six essential elements of life — carbon, hydrogen, nitrogen, oxygen, phosphorus and sulfur (aka CHNOPS) — phosphorus has a relatively spotty distribution on the Earth’s surface. If a microbe in a test tube can be coerced to live on arsenic, perhaps life’s primordial home was also arsenic-rich and life that used phosphorus came later. A “shadow biosphere” of arsenic-based life may even exist unseen on Earth, or on some lonely rock in space.
“It isn’t about arsenic, and it isn’t about Mono Lake,” says Wolfe-Simon. “There’s something fundamental about understanding the flexibility of life. Any life, a microbe, a tree, you grind it up and it’s going to be CHNOPS. But we have a single sample of life. You can’t look for what you don’t know.”
Similarities between arsenic and phosphorus are also what make the element so poisonous. Life often can’t distinguish between the two, and arsenic can insinuate itself into cells. There, it competes with phosphorus, grabs onto sulfur groups, or otherwise gums up the works, causing cell death. Some microbes “breathe” by passing electrons to arsenic, but even in those cases the toxic element stays outside the cell.
Researchers are having a hard time wrapping their minds around arsenate doing the job of phosphate in cells. The ‘P’ in ATP, the energy currency for all of life, stands for phosphate. And the backbone of the DNA double helix, the molecule containing the genetic instructions for life, is made of phosphate. Basic biochemistry says that these molecules would be so unstable that they would fall apart if they were built with arsenate instead of phosphate.
“Every organism that we know of uses ATP and phosphorylated DNA,” says biogeochemist Matthew Pasek of the University of South Florida in Tampa. He says the new research is both fascinating and fantastic. So fantastic, that a lot of work is needed to conclusively show exactly how the microbe is using arsenate.
Both phosphate and arsenate can clump up into groups, and with their slightly negative electric charge, slightly positive DNA would be attracted to such clumps, says Pasek. Perhaps the arsenic detected in the DNA fraction was actually a nearby clump that the DNA wrapped itself around, he speculates.
The microbe may be substituting for phosphate with discretion, says geochemist Everett Shock of Arizona State University in Tempe, using arsenic in some places but not others. But Shock says the real value of the work isn’t in the specifics. “This introduces the possibility that there can be a substitution for one of the major elements of life,” he says. Such research “stretches the perspective. Now we’ll have to see how far this can go.”"
